Armor Environmental Services, Inc. provides reliable and cost-effective waste management services for a wide variety of industrial and commercial wastes. The facility is conveniently located southwest of Nashville, Tennessee in Mt. Pleasant, Tennessee, and is one of the nation's premier waste collection and processing facilities. The facility is a permitted special waste processing facility for non-RCRA regulated industrial wastes. In addition, Armor Environmental Services, Inc. offers full hazardous waste management services through a permitted transfer program.Armor Environmental Services, Inc. strives to meet the diverse needs of its customers through the development of customized waste management programs. 2.4 Site Location

The facility is located in the city of Mt. Pleasant, Tennessee at a latitude 35 degrees 32' 55" and longitude 87 degrees 11' 14". Mt. Pleasant is located in Maury County Tennessee, and approximately fifty miles south of Nashville, Tennessee.

2.6 Site Access and Security

The perimeter of the permitted active area of the facility is fenced. A chain-link fence with a barbed wire top encloses this active area. Required notices are posted on the perimeter fence.The active site is accessed through one controlled employee gate, on controlled truck gate, and through the administrative office. Visitors must report to the administrative office prior to entering the facility. Visitors entering operational areas are provided with appropriate personal protective equipment. Visitors must be escorted unless previous authorization has been granted.

3.0 Site Operations and Services

 

3.1 General Operational Capabilities and Treatment Strategies

The facility provides storage, blending, bulking, shredding, and solidification services for non-RCRA regulated industrial and special wastes. When wastes are received, they are evaluated to determine the most appropriate management method. The resulting processed batches are shipped to approved facilities for disposal, recycling, reuse, or treatment. Appropriate analytical tests are used to ensure compliance with applicable regulations and specifications. Used oils are typically blended in bulk storage tanks for use as a supplemental oil derived specification fuel. Wastewaters, coolants, and related materials are typically blended, and shipped off-site for aqueous treatment. Industrial solids and sludges are shredded (if appropriate), consolidated and solidified prior to shipment to an approved landfill or energy conversion facility. Off specification consumer products are shredded, consolidated, and solidified prior to shipment to an approved landfill or energy conversion facility. Hazardous wastes are managed through a ten-day transfer program. These wastes are also evaluated to determine the most appropriate and economical treatment technology available. Hazardous waste materials are temporarily accumulated under the hazardous waste transporter ten-day transfer provisions to facilitate economical transportation. The wastes are then routed to a permitted facility having the appropriate treatment capabilities. All disposal outlets utilized by Armor Environmental Services, Inc. must pass initial and periodic audits conducted by Armor Environmental Services, Inc.

 

3.2 Bulk Liquid Waste Loading and Unloading Operations

Cargo tankers carrying bulk liquid wastes are unloaded and loaded on a concrete unloading pad. The bulk tanker loading area is a secure, contained system capable of accommodating two cargo tankers. The concrete containment is designed to meet RCRA secondary containment standards, and is sloped to a central spill collection sump. The pump is located within secondary containment as well.Bulk liquids such as used oils, coolants, and aqueous liquids are transferred into one of three dedicated 25,000-gallon blending and storage tanks. These tanks are located inside a concrete containment structure designed to RCRA containment standards. Containment floors and walls are coated with a chemical resistant coating.

 

3.3 Container Receipt and Storage Operations

Waste materials received in containers are unloaded directly onto a roofed receiving and sampling dock. Trucks and trailers park on a concrete containment pad while being unloaded. Shipping documents and container labels are reviewed upon receipt. Samples may be collected for testing based on the type of material received and the proposed management strategy. Following sampling, drums are transferred to the container storage warehouse prior to processing of off-site shipment. The roofed container storage warehouse is also designed to meet RCRA containment requirements. The building is equipped with an aqueous fire suppression system.

 

3.4 Used Oil Program

Armor Environmental Services, Inc. has received authorization to operate a used oil management program from the Tennessee Department of Environmental and Conservation. This activity and site have been registered and identified by the Used Oil Processor Number UOP 601028001.Used oil received in bulk and container shipments as described in Sections 3.2 and 3.3 of this section. Inbound materials are screened to ensure compliance with applicable specifications and are then transferred to bulk storage. Final used oil blends are shipped off-site via cargo tankers where they are ultimately recycled or used as fuel product.

 

3.5 Aqueous Treatment Program

Compatible treatable materials are received as described in sections 3.2 and 3.3 of this section. Candidates for this program include non-RCRA regulated wastewaters, coolants, oil/water blends, water based ink/paints, and similar materials. These materials are processed into blended batches, and are then shipped off-site via cargo tanker to an aqueous treatment facility for final treatment.

 

3.6 Solid/Sludge Shredding, Bulking, and Solidification Program

Non-hazardous industrial waste solids and sludges are received in bulk roll-off boxes, and containers. Non-RCRA regulated wastes received in bulk are candidates for the bulk solidification program, while non-RCRA regulated wastes received in containers are candidates of the shredding, bulking and solidification program. Wastes are selected for batch processing, and are analyzed as a batch to ensure regulatory compliance. The batch samples are sent out to a third-party laboratory for independent testing. Containerized wastes are shredded and consolidated in a roll-off box where residual free liquids are solidified during the batching process. Bulk wastes are solidified in a dedicated solidification pit, and loaded into roll-off boxes once the free liquids have been solidified. The resulting material from each process is shipped to either an approved land disposal facility, or to an energy conversion facility depending on the generator's disposal requirements.

 

3.7 Consumer Product Destruction Program

Any off specification or out of date consumer product that is not classified as a RCRA hazardous waste, a universal waste, or pharmaceutical classified as a controlled substance qualifies for this program. These materials can be accepted as described in section 3.3, and destroyed by shredding the material. Once shredded, the material is rendered useless, and is disposed of in either an approved land disposal facility, or at an energy conversion facility.

 

3.8 Ten Day Transfer Program

Armor Environmental Services, Inc. offers full service waste management programs for hazardous wastes. Hazardous waste management services are provided through the ten-day transfer program. Armor Environmental Services, Inc. is a permitted hazardous waste transporter and serves as a ten-day transfer facility for wastes destined for other permitted treatment, incineration, or recycling sites. Armor Environmental Services, Inc. facilitates the waste approval process by submitting required waste profiles and approval documents. Disposal outlets are selected based on the EPA specified waste treatment methods, cost, and logistics to ensure the cost-effective, as well as, compliant management of customer waste streams. Shipping documents, labels, and transportation services are provided by Armor Environmental Services, Inc. Hazardous wastes are manifested from the generator directly to the final disposal or recycling facility.

 

3.9 Lab Pack Services

Armor Environmental Services, Inc. provides turn-key lab pack services for obsolete reagents and chemicals requiring disposal. Technical representatives perform on-site inventories prior to quotation. Trained technicians then package the chemicals in accordance with DOT and EPA regulations for shipment to an appropriate treatment facility. Armor Environmental Services, Inc. provides the shipping documents and transportation services.

 

3.10 Universal Waste Program

Universal wastes including fluorescent tubes, ballasts, switches, batteries, etc. are accepted for recycling or treatment. Universal wastes are accumulated for shipment to an appropriate recycling or treatment facility.

 

3.11 Environmental Consulting Services

Armor Environmental Services, Inc. provides environmental consulting services that are customized to meet client needs and requirements. These services offer assistance with permitting, site assessment, environmental monitoring, waste management, compliance, remediation, environmental management systems, and other unique client needs.

 

3.12 Transportation Services

Armor Environmental Services, Inc. operates a transportation fleet capable of transporting containers, bulk liquids, and bulk solids. The fleet includes van trailers, cargo tankers, vacuum tankers, and roll-off box transport trailers. Open and closed top roll-off boxes are available in various sizes. Armor Environmental Services, Inc. professional drivers receive mandatory hazardous materials and safety training to ensure safe transportation.

4.0 Site Characterization and Environmental Conditions

4.2 Population Density

The facility is located within Maury County, Tennessee (population 62,000) and within the city limits of Mt. Pleasant, which has an approximate population of 4,500. Approximately 250 people live within one mile of the facility.

 

4.3 Past Use of Site

The site was initially developed as a RCRA part B permitted waste management facility. RCRA waste management operations were terminated, and the site underwent a full RCRA facility closure prior to Armor Environmental Services, Inc., purchase of the property. Previous owners of the original part B permitted operation included Allworth of Tennessee, Southdown Environmental Systems, Rollins Environmental Services, and Laidlaw/Safety Kleen Environmental Services. The Tennessee Department of Environment and Conservation and the US EPA region IV certified the site's closure. Armor Environmental Services, Inc previously operated a special waste processing facility located at 6972 Industrial Park Road, Mt. Pleasant, Tennessee. Waste management and business operations were relocated to the current site in August of 2000.

 

4.4 Site Climatology

4.5 Site Geology

Moderately irregular topographic relief exists across the site. The site generally slopes downward from the north towards the south and southeast. The site is underlain by the Bigby-Cannon Limestone Formation. The formation is typically medium grained, medium bedded limestone with occasional shale partings and brown phosphate pellets. The formation weathers to produce a brown silty clay or clayey silt. Residual soils of the Bigby Cannon formation typically have a high concentration (10% average) of tri-calcium phosphate. Previous site borings indicate a silty clay surface soil. Beneath the surface soil lies a strata of previously disturbed silty clays and clayey silts with random soil consistency indicative of strip mine backfill. Underlying the disturbed soils lies a thin stratum of residual soil. This is underlain by a hard coarse grained, medium bedded limestone at depths of less than twelve feet below surface.

 

4.6 Groundwater

Depth to groundwater on site ranges from five feet below the ground surface to greater than 10 feet.

4.7 Flooding

According to the 1989 FIRM map for the facility, the entire property lies outside the 100 year flood plain.

 

4.8 Surface Waters

The general surface water drainage patterns are toward the southwest to a small unnamed stream that flows through an inactive portion of the facility. The stream exits the property at Hoover Mason Road, and empties into Quality Creek. Quality Creek eventually empties into the Duck River.

 

4.9 Area Water Supply

Drinking water in the area is not supplied by private drinking water wells. The facility is located within the service area of the Mt. Pleasant municipal water system. The Mt. Pleasant water supply originates from Sandy Hook Springs, located approximately two miles southwest of Mt. Pleasant. Surface waters primarily influence the water supply system.

 

4.10 Sewage Treatment

The Mt. Pleasant Sewage Treatment Plant provides sewage treatment services. Armor Environmental Services, Inc. does not discharge process-related wastes to the sewer system.

5.0 Waste Acceptance Procedures

 

5.1 Acceptable and Unacceptable Wastes

A Variety of non-RCRA regulated industrial wastes are acceptable for processing or management at Armor Environmental Services, Inc. These include special and universal wastes. Hazardous wastes are transported and managed as a ten-day transfer facility.

 

5.2 Waste Stream Evaluations

Waste stream profiles are subjected to a technical review prior to stream acceptance in order to confirm the regulatory status of the waste material and to assess processing, safety, and transportation requirements. Hazardous waste stream profiles are also subjected to a technical review in order to determine the best management practice. Hazardous waste profiles are also approved by the designated treatment or storage facility prior to acceptance.
